Scott Boyd

Director, JLaSE Joint Test NSWC Dahlgren

Mr. Boyd is the Director, Joint Feasibility Study for the Joint Laser Systems Effectiveness (JLaSE) Joint Test and Evaluation (JT&E) project at the NSWC Dahlgren Directed Energy Division.  As the recent Joint Test Director for the Joint Fiber Laser Mission Engagement (J-FLaME) Joint Test, he successfully completed this project for the Director of Operational Test and Evaluation.  Previously, he was the Deputy Director for the Directed Energy Warfare Office where he provided oversight for the development of High Energy Laser, High Power Microwave and Counter-IED systems.  He also served as the Electromagnetic Maneuver Warfare and Cyber Warfare Lead for the Electromagnetic and Sensor Systems Department.  

In a Pentagon assignment, Mr. Boyd served as the Director of Technology Transition and Joint Capability Technology Demonstrations (JCTDs) for the Assistant Secretary of the Navy for Research, Development and Acquisition.  He was the Navy’s principal representative to the Office of the Under Secretary of Defense Advanced Technology and Logistics, Combatant Commanders, Services, Chief of Naval Operations, and Systems Commands for the development and execution of JCTDs.

Mr. Boyd has served in several leadership positions at NSWC Dahlgren including the Strategic Planning and Investments Manager, Director for OSD and Joint Operations and as the Director of Operations and Interagency Integration for the Defense Program Office for Mission Assurance. 

Before coming to NSWC Dahlgren, Mr. Boyd was the Special Technologies Division Head at NAVSEA Dam Neck in Virginia Beach, for intelligence and training system programs.  He also served in leadership positions at SPAWAR Systems Center supporting US Joint Forces Command; Technical Director for Training Programs at the Commander Fleet Forces Command; Science Advisor to the Commander Naval Air Forces, Atlantic Fleet; Science Advisor to the Commanding General, Marine Corps Research, Development and Acquisition Command (now MARCORSYSCOM) at Quantico, VA and as the Naval Air Test Manager for Electronic Warfare, Reconnaissance and Signals Intelligence at the Naval Air Test Center, Patuxent River, MD. 

A native of Richmond, VA, Mr. Boyd graduated from Virginia Tech in 1976 with a Bachelor of Science in Electrical Engineering, the U.S. Naval Postgraduate School in 1984 with a Master of Science in Electrical Engineering and later from the Center for Defense Leadership and Management Program at the National Defense University, Ft. McNair in Washington DC.
