Mr. John Cao is the Director of the Directed Energy Combined Test Force (DE CTF) Office for the 704th Test Group at Kirtland Air Force Base, New Mexico. 

He leads a combined team of testers from the Air Force Test Center (AFTC), Air Force Research Laboratory (AFRL), and Air Force Operational Test and Evaluation Center (AFOTEC) to execute the DE experimentation campaign for the Air Force’s Strategic Development Planning and Experimentation (SDPE) Office.  Mr. Cao holds an undergraduate degree in electronics engineering and a masters in management.  He also completed Air War College program in 2008.
