Samuel (Sam) Gutierrez is on assignment to the ASD R&E from the Air Force Research Laboratory (AFRL), Directed Energy Directorate, Kirtland AFB NM. He is responsible for technical advisement and is the resident subject matter expert for Directed Energy (DE) to the OSD. His career at the AFRL has spanned 3 decades of DE R&D. He entered duty as an instrumentation engineer on the B-1B, and B-2 EMP hardness programs. He subsequently worked extensively in High Power Microwave (HPM) Simulation, Effects, and prototyping of HPM systems. He led numerous effects programs targeting electronic systems and threat missile systems for IRCM programs. He was assigned Program Manager (PM), and Program Director, Special Projects where he led prototyping of DE. 

He has served in line management at KAFB, and on Maui Island where as PM he stood up the High Performance Computer Institute for SSA in addition to operations support at the Advance Maui Optical Station on Mt Haleakala Hawaii. He was selected as PM for the AFRL Advanced Relay Mirror and Tactical Relay Mirror Programs which demonstrated the first ever high power relay with multi-axis stabilization. He was assigned as Branch Chief HPM Applications where he selected and led the award winning CHAMP team to launch the first air delivered HPM JCTD demonstrator. Before his ASD R&E assignment, he was a Test Engineer at the AFRL Test Office performing oversight for DE testing specifically the integration and test of DE systems into flight vehicles and flight environments.
